Kathy retired from a career with the U.S. Army Corps of Engineers (USACE) and the National Park Service. She was named the first superintendent of Pullman National Monument (now Pullman National Historical Park) in November 2016, hired to set up initial operations, hire the first staff, and manage the $35 million project for the first National Park Service Visitor Center.

Before coming to Pullman, Kathy was manager of the CityArchRiver2015 partnership project in St. Louis, Missouri which included $200-million in improvements, including accessibility and new exhibits in the Old Courthouse, construction of a new entrance and 50,000 square foot addition to the Museum of Westward Expansion along with new and expanded interpretive exhibits, improvements to the city connections at the north and south ends of Gateway Arch National Park, and construction of a lid over the depressed lanes of I-70 between the Old Courthouse and the Arch grounds. NPCA worked with Kathy and others at the park on this project that opened to the public in 2019.

Kathy was also the Chief of Construction and Program Management for the NPS Midwest Region in Omaha and the Chief of Water Control for USACE, Omaha District. Kathy originally hails from South Dakota and now lives in Hart, Michigan with her husband Ed Dodds, also retired from NPS. They are renovating homes now in Hart with seemingly endless energy!
